Funded by DESNZ and delivered by Salix, the PSDS and LCSF are multi-phase programmes that have provided funding (totalling over a billion pounds) to help public sector organisations in England to decarbonise. Funding covers design of decarbonisation projects and procurement and installation of equipment, and can cover both renewable energy and building fabric / energy efficiency measures.
Our Role: For the last four years, we have been leading a consortium conducting a process and impact evaluation of the programmes, comprising analysis of application and award data, surveys of grant recipients and contractors working on PSDS and LCSF funded projects, and qualitative interviews and workshops with a wide range of stakeholders; these include grant recipient organisations, unsuccessful applicants and other non-participants, contractors, representatives of the wider supply chain, and various parts of the team reviewing applications and delivering the programmes.
Outcome: To date, our evaluation has generated a number of interim reports, providing insights and recommendations on scheme design, the delivery and initial outcomes of funded projects, and the direction of future phases of the schemes. Final reports – containing further analysis on programme impacts and cost effectiveness – are anticipated across 2025-7.
