ekosgen was commissioned by Highlands and Islands Enterprise (HIE) to develop an evidence base of growth opportunities in the blue economy. 

Our team analysed the current performance of constituent sectors – including marine and offshore energy, tourism, decommissioning, marine transport, aquaculture and fisheries – as well as, crucially, identifying opportunities within the global marketplace.

We provided recommendations on the strategic development of the blue economy as a whole, and strategic priorities for HIE and its partners. The report and its findings will inform the development of a Regional Delivery Plan for the blue economy to help target resource where it can have the greatest impact.
